World of Warcraft ms is high?

normally my ms is around the 100s or 200s, lately, ever since a thunderstorm around a week and a half ago, my ms is around 400+ and sometimes gets into red zone. All my skills and stuff take around a second to 5 seconds to use an instant cast. I did a speedtest and it says my ping is 19, 22 mbs, and 2 upload a second. I deleted cache, WTF, interface, even disabled firewall. I also did virus checks and a system restore, before the thunderstorm happened. Please help!
