Was he checking us out ?

Today my friend and I were in Walgreen's and we walked past the card aisle and from the corner of my eye I saw this man looking at the lower part of our bodies (it looked like he was looking at something and then he looked up at us). And when we turned around and walked past him it looked like he was looking at my legs but he had a straight face, he wasn't smirking or anything. Also his wife was with him but she was in a different aisle. My friend and I thought it was weird because were both 15 and the guy looked like he was in his forty's. Was he checking us out ?
